I searched and have not found this method... hope I'm not covering old ground.

When you sync to your phone using the "usb mass storage" tool, you will see a folder titled "my_ringtones".  Any file with the extension ".qcp" that you put into this folder will show up as a ringtone.  To convert your mp3's into a .qcp file, I used a trial ware program called "QCP Converter" I found.  It gives you 30 free conversions before you have to pay.

Now when I plug in my phone via USB I get only my external memory music files.  I have a folder listed 'playlist'.
How I got a CD or music on my phone was through Windows Media Player.  Windows Media syncs right up with the phone if it is plugged in using the USB cable.
Otherwise, the correct folder to put the music under is 'playlist'.

I found the same issue... I make ringtones with Audacity and export the mas mp3...when I try to put them onto my phone via usb, it only shows the external music folder. I treid going to settings and tools, tools, and usb mass storage and it shows the other files on my phone like my sounds and my pics, but when I put pics and sounds into those files and unplug and restart my phone, they don't show up onto my phone.  Huh

You're not going to be able to transfer .mp3 files with USB to get ringtonoes.  The .qcp files are an option but I've found that the quality is poor.

I tried emailing them to myself but they have to be in the "pic message" format. The only way I can email them to myself is to either attach them when I compose the email... This didn't work. I got the pic message but it didn't seem to recognize that there was a sound attached in the message. I have also tried right clicking on the mp3 and wav files and then selecting sending them to myself from there, but once again it doesn't work... I don't have bluetooth on my computer.

The sounds quality isnt great, but this works very well. I did it today Cheesy
